The special effects have aged surprisingly well and the puppets, animatronics and CGI are blended together very seamlessly, all during a time when CGI hadn't completely phased out practical effects. It's a fun film with a lot of creativity and it has the usual fun and smarts you'd expect from a Joe Dante film. While not a flawless movie I've always loved it. When the two toylines become sentient from the chip, the Commandos seek to destroy the Gorgonites who've taken refuge with a slightly troubled teenager and all goes to Hell from there when people in the neighborhood get caught in the mix. Joe-esque Commando Elite and the Gorgonites, the former being maniacal soldiers and the latter a peaceful race of monsters. The plot concerns a highly advanced military microprocessing chip that heightens the core programming of two toylines programmed as rivals the G.I. It was somewhat overlooked back during it's Summer 1998 release and I've always been surprised it didn't do better back then. Can best be described as a hybrid of Toy Story, Gremlins and The Terminator and if that sounds fun then the movie certainly delivers majorly in that regard. A childhood favorite of mine from the glorious 90s that still holds up nearly 20 years later.
